Peoria vs Glendale vs Surprise, AZ: Which West Valley City Is Right for You?

Short answer: Glendale is the most affordable and closest to central Phoenix, Peoria has the newest homes and the strongest schools in its north end, and Surprise offers the most new construction and 55+ communities for the money but the longest commute. In October 2026 the median single-family sale price was about $420,000 in Glendale, $515,000 in Peoria and $440,000 in Surprise.

These three cities sit next to each other along Loop 101 and Grand Avenue, and most buyers I work with are deciding between at least two of them. They feel more different than the map suggests. Here is the comparison I walk through with clients, followed by who each city tends to fit.

Peoria: newest homes, best north-end schools, highest prices

Peoria is the largest of the three by area and splits cleanly in two. North Peoria, zip codes 85383 and 85385, is where Vistancia, Westwing Mountain, Terramar and almost all new construction sit, and it carries the highest prices in the West Valley outside of Litchfield Park. South and central Peoria is older and priced closer to Glendale. See my guide to Peoria's best neighborhoods and the Peoria zip code guide.

  • Choose Peoria if you want a newer home, a master-planned community, Lake Pleasant access or a specific Peoria Unified school in the north.
  • Think twice if you commute to central or east Phoenix daily, or if HOA dues and community district taxes bother you.

Glendale: most affordable, closest in, oldest housing stock

Glendale has the widest range of home ages and prices of the three. Homes near Historic Downtown and south of Northern Avenue are the best values in the West Valley for buyers who can handle some updating. North Glendale around Arrowhead, zip codes 85308 and 85310, is newer and priced close to Peoria. See living in Glendale: pros and cons and the Glendale market snapshot.

  • Choose Glendale if budget or commute is your top priority, or you want a lot without an HOA.
  • Think twice if you want a new build or a large 55+ community inside the city.

Surprise: most new construction and 55+ choice, longest commute

Surprise grew fastest of the three after 2000, so nearly everything is newer and sits in a master-planned community with an HOA. It has the deepest menu of 55+ communities and the most new-home communities, and the lowest entry prices for a new build. The trade-off is distance: Loop 303 helps, but a downtown Phoenix commute is real. See living in Surprise for first-time buyers.

  • Choose Surprise if you want a newer home at the lowest price, a 55+ community with golf, or you work in the northwest Valley.
  • Think twice if you commute east or want an older home without an HOA.

How buyers usually decide

  1. Commute first. Drive from each city to work at the real time. The difference between Glendale and Surprise is 20 minutes each way, every day.
  2. Then budget. At the same monthly payment, Glendale buys the most house, Surprise buys the newest house, and Peoria buys the best-located new house.
  3. Then the home itself. New build or resale, HOA or none, pool or no pool. See my guides on new construction vs resale and Arizona HOA fees.
  4. Finally, cost of living. Property tax rates are similar, but sales tax, utility providers and HOA dues differ. My cost of living comparison covers that.

Frequently asked questions

Is Peoria or Glendale a better place to live?

It depends on what you value. Peoria has newer homes, Lake Pleasant and strong north-end schools at higher prices. Glendale is more affordable, closer to central Phoenix and has more homes without an HOA. Most families choosing between them pick Peoria for a new build and Glendale for value.

Is Surprise cheaper than Peoria?

Yes. The median single-family sale price in Surprise was about $440,000 in October 2026 versus about $515,000 in Peoria. Surprise also has the lowest starting prices for new construction in the West Valley.

Which city has the shortest commute to Phoenix?

Glendale. Most of Glendale is 20 to 30 minutes from downtown Phoenix off-peak. Peoria runs 25 to 45 minutes depending on how far north you are, and Surprise is usually 35 to 50 minutes.

Which city is best for 55+ buyers?

Surprise has the most 55+ communities, including Sun City Grand. Peoria has Trilogy at Vistancia, Westbrook Village and Ventana Lakes. Sun City and Sun City West, which border Peoria and Glendale, are the largest active-adult communities in the area.

Which city has the best schools?

All three are served mainly by Peoria Unified, Glendale Elementary and Deer Valley or Dysart districts, and ratings vary school by school. North Peoria schools in Peoria Unified are the most consistently high-rated. Always confirm the assigned school by address.

Can I use down payment assistance in all three cities?

Yes. Arizona's main programs apply statewide, and Glendale and Surprise prices fit under most program purchase-price limits. Ask Jan which programs you may qualify for.
